Police said the drivers either had no insurance, or, no provisional licence with no learner plates.

TVP said on Twitter: "This is the third vehicle seized in Milton Keynes today (Wednesday) by the Roads Policing department. The drivers either had no insurance or a provisional licence with no supervisor/L plates."
