The man, writing under the pseudonym Max Robinson, photographed different parts of Central Milton Keynes at 4am on Thursday, September 10, showing each locations' electricity use.
And now he is questioning whether the council is doing all it can to be a greener authority.

"At any time, night or day, the centre probably has the largest carbon footprint in the entire town. Milton Keynes claiming it wants to be the greenest authority in the world is a lie. There can be no more outrageous a claim since Tyrannosaurus Rex said he would make a nice little house pet."
The locations which were pictured included Xscape, the central library and shops around The Centre:MK.
He said: "The Milton Keynes Slug aka Xscape blazes lights into the sky all night long, working hard to destroy our planet.

"And although it is closed because of the pandemic, Milton Keynes Council thinks it is perfectly acceptable to over illuminate its central library all night, every night."
Max also highlighted the new covid-testing centre which, he says, 'can probably be seen from the dark side of the moon'.
He also re-worded Margaret Thatcher's introductory slogan for Milton Keynes shopping centre where she said 'Central Milton Keynes - shopping as it should be'.

He concluded by asking some questions.
The writer said: "How can any town aspire to such an ambition when the likes of which I have here explained every day destroy our planet? Climate emergency? What climate emergency?"
A Milton Keynes Council spokesman responded to Max's claims, saying: "Action has already begun towards making Milton Keynes carbon negative by 2050.
"We don’t light the whole library building at night but we do have individual lights on by the front door for security reasons. It’s important we and other MK organisations get the balance right between safety and light pollution."
