Milton Keynes pub comes up with egg-cellent definition of 'substantial meal' to meet tier 2 criteria

Owners of the Kings Arms in Newport Pagnell, like most publicans, were left scratching their heads over the government's new tier 2 rules that came into force yesterday.

The rules dictate that pubs and restaurants can stay open, with last orders at 10pm and closing at 11pm - but alcohol can only be served with a substantial meal.

But the definition of substantial has caused chaos, with even government ministers debating whether items such as scotch eggs should be classed as snacks, starters or a main meal.

Environment Secretary George Eustice suggested the dish would pass the test, telling LBC Radio: “I think a Scotch egg probably would count as a substantial meal if there were table service.

He added: “Often that might be as a starter but yes I think it would, but this is a term that’s understood in licensing since it is, you can have the concept of a table licence for alcohol that also requires you to serve a substantial meal.

Michael Gove has also lent his support to the scotch egg debate, saying that it counts as a substantial meal.

The tier guidelines define "substantial meals" as "a full breakfast, main lunchtime or evening meal".

Communities Secretary Robert Jenrick has said it would be something "you would expect to have as a midday meal or an evening meal."

After people have finished their meal, they are expected to leave. They are allowed to finish the drink on your table, but not order any further drinks. However, to add to the confusion, non alcoholic drinks can be served whether a customer is eating or not.

The Kings Arms posted the photo of the mammoth scotch egg on it Facebook page today to bring some light relief. They stated: "We are open for substantial meals... Call to book your table or a takeaway."

In tier two areas you are not allowed to socialise indoors, including in pubs and restuarants, with anybody who is not in your household. However, the Rule of Six applies in outdoor areas, which means you can go out to eat with up to five other people from different households if you sit outside.
