The underpass at Peartree Bridge, between the dinosaur and the hospital, has been temporarily closed until it is safe to reopen.
According to the council, Anglian Water is on site with a pump to remove the excess water.
One of the closest rivers to Peartree Bridge is the River Ouzel.
According to the government, the River Ouzel's flood levels could lead to minor flooding and that residents should 'be prepared'.
