Milton Keynes Standards Sub-Committee recommends that parish councillor be censured
A parish councillor is appealing after a sub-committee recommended he should apologise for his conduct during some meetings.
EDITOR’S NOTE: A previous version of this article incorrectly stated the Sub-Committee finally censured Cllr Boungou-Pouaty and ordered him to apologise. Rather the Sub-Committee recommended to the Parish Council that he be censured and apologise. Cllr Boungou-Pouaty had also appealed and challenged the Standards Sub-Committee decision, meaning no final sanction had been imposed at the time of writing. We are happy to correct these inaccuracies and apologise to Cllr Boungou-Pouaty. The Sub-Committee made recommendations only; any decision on those recommendations falls to the Parish Council; and the matter is subject to appeal.
Cllr Taimyr Boungou-Pouaty, a member of Kents Hill and Monkston Parish Council, was the subject of a hearing by the city council’s Standards Sub-Committee on Friday April 24.
The sub-committee upheld complaints that he had been “openly hostile and aggressive”, repeatedly shouted and made inappropriate comments to parish clerk Ryan Fuller.

Paragraph 1.1 of the Code of Conduct orders that all members treat other councillors and members of the public with respect.
It was agreed by the sub-committee that Cllr Boungou-Pouaty’s actions amounted to a breach of conduct expected of a parish councillor.
The sub-committee heard evidence of Cllr Boungou-Pouaty banging his hands on the table aggressively when asked to moderate his behaviour and refusing to stop shouting after being warned by the Chair during one meeting.
“At the 11 February 2025 Council meeting (he) repeatedly shouted at Mr Fuller and the Chair throughout the meeting, used inappropriate language including shouting that he was ‘pissed off’ and told Mr Fuller to shut up in front of councillors and members of the public,” documents from the hearing state.

"At the November 2024 Council meeting (he) was openly hostile and aggressive towards Mr Fuller, repeatedly interrupting and shouting over and at him… His behaviour was found to be rude, insulting and disruptive, making it impossible to conduct council business.” they add.
Cllr Boungou-Pouaty also claimed to be a project manager for the Council when there is no such role, failed to declare his employment with Tesco on his register of interests, and made disparaging remarks about a supplier to the Council owned by two other councillors, state the documents.
And he made a reference to there being corruption in Africa when contracts are given to friends, implying that “there was corruption in the Council”.
The sub-committee recommended that he apologises to Kents Hill and Monkston Parish Council. It also recommended that Cllr Boungou-Pouaty be censured and submit a written apology to be published on the Kents Hill and Monkston Parish Council website within 28 days.
Any decision on those recommendations falls to the Parish Council and the matter is subject to appeal.
